An English collector, naturalist, conchologist and amateur artist. During his time at Cambridge he took drawing lessons from John Sell Cotman.
He renewed his acquaintance with JS Cotman when his sons attended King's College School where JS Cotman was the drawing master.
Bulwer’s art collection included collections relating to Bristol, Somerset and the largest, the ‘Norfolk Collection’, which was begun after Bulwer returned to Norfolk in 1839. The greatest numbers of these were works by JS Cotman, his son Miles Edmund Cotman, Charles Jansson Winter (1820-1891), and Frederick Sandys (1829-1904). He accompanied Cotman on a painting tour of Somersetshire.
